In theory, it is possible. Actually, one could suck at being a project manager in an industry one knows nothing about. As Pei Mun Lim points out, its not impossible, but if it turned out to be a success it would not be a rule, rather an exception. For example, anyone with PRINCE2 coming from the software industry is definitely not going to be my construction PM. And I don’t think you would hire a civil engineer with loads of construction project management experience to manage software development. From another POV, a civil engineer fresh out of college with degrees in engineering and project management is also not a good candidate for a PM position in construction because this individual wouldn’t know what to do, wouldn’t know if the team member’s efforts are going in the right direction, wouldn’t know if the team member is producing correct results, etc. So yes, experience is essential.
